Does splitting an image reduce its quality?

No. Each piece is cropped straight from the original pixels with no resizing or recompression — a PNG export is pixel-for-pixel identical to the matching region of the source photo. JPEG export uses a high quality setting.

Is my photo uploaded to a server?
